When a bed has to read as finished on handover, these are the species that get there. Acacia farnesiana and Acacia saligna, Syzygium, Callistemon, Metrosideros, Phyllanthus, Vitex agnus castus, Schinus terebinthifolia, Radermachera and Calotropis procera all establish and fill quickly.
Fast filling shrubs will overrun their allocation within two or three years and are a poor choice where the bed shape is architectural. They work best where the planting is meant to become continuous mass anyway. Where the bed has to hold a defined line, low maintenance shrubs or screening and privacy shrubs will hold shape far longer.
