Green Riyadh is one of the largest urban greening programmes ever attempted: millions of trees across the Saudi capital, run by the Royal Commission for Riyadh City. This record rebuilds Volume 1 of the technical offer our team submitted, in consortium, for the programme's General Consultancy Services Tree Management Office, an engagement that went on to deliver.
The assignment
A Tree Management Office is the brain of an urban forest programme: the consultancy layer that manages species planning, nursery production, planting standards, quality assurance and the long-term health of every tree the programme puts in the ground. The Royal Commission's request for proposal sought a partner able to run that office across a city, under formal RFP disciplines.
The consortium the offer assembled
The submission was a three-way joint venture pairing complementary strengths:
- A leading Saudi landscape company brought in-Kingdom delivery capacity, commercial registration and the local operational base the RFP's compliance schedule demanded.
- Ornatec supplied the horticultural intelligence: species and nursery expertise, quality systems lineage and the international supply judgement documented across this archive.
- A regional construction partner completed the consortium with large-scale works capability.
Volume 1 assembled the corporate case: organisational structures descending from executive leadership through operations, quality assurance to ISO standard, and a dedicated nursery arm running from nursery manager to horticulturists and irrigation engineers, exactly the org chart an urban forest needs behind it.
Why this record matters
Giga-scale greening is won on paper before it is won in the ground. This offer shows the team operating inside the most formal procurement environment there is, structuring an international consortium to meet a royal commission's standards, and doing it for a programme whose ambition matches anything in world horticulture.
